The primary function of the Department of Urban Roads is to plan, provide and manage the urban road network and related infrastructure. Other functions include,
Provide inputs into policy formulation of the road sector
Develop standards and guidelines for implementation and effective functioning of the road departments within the Region
Monitor, evaluate and provide quality assurance for programmes and projects
Provide technical backstopping for strategic programmes and projects
Initiate and implement human resource and capacity building programmes
Supervise the provision of road and transport related infrastructure
Objectives
Reduce the average travel time on the arterial roads in each region
Progressively reduce the walking and waiting time for public transport in the central business districts and low-income communities in each region.
Co-ordinate the responsibilities of the MMDAs to efficiently manage road transport infrastructure, coordinate and integrate the operations of different transport modes in order to effectively move people and goods in a safe, efficient and sustainable manner in each region.
Develop and apply social, economic and environmental criteria for the selection of projects
Progressively improve environmental conditions along roads in each region
Collaborate with other institutions involved in education and enforcement, to reduce the number and severity of road accidents in urban areas
Progressively improve the proportion of road network in good condition in each region, especially in low income and newly developing communities
