Finance and Audit

The unit reports to the Director of Finance and Administration (DD(F&A)).

The main duty of the unit is to make disbursement (payment) on behalf of the government among others. The unit is headed by a chief accountant and assisted by a principal accountant(s). The activities of the account unit is backed by law. The public financial management act 2016, act 921 and the regulations 2019 (L.I. 2378)

Globally, the Internal Audit function within an organization is a critical component of good governance and an integral part of the value addition process towards the achievement of corporate goals.

The Internal Audit Unit of the Department of Urban Roads (DUR), contributes to the Department by improving the process through which it:

 

– Appraises and reports on the soundness and application of the system of controls operating in DUR.

 

– Evaluates the effectiveness of the risk management and governance process of DUR and contributes to the improvement of that risk management and governance process.

 

– Provides assurance on the efficiency, effectiveness, and economy in the administration of the programmes and operations of the Department.

 

– Evaluates compliance of the Department of Urban Roads with enactments, policies, standards, systems, and procedures.

 

The Internal Audit Unit of DUR is an integral part of management, a tool that assists management to achieve its set objectives.

 

Administration

The Administration Unit of the Department of Urban Roads handles General Administration.

 

The unit oversees all the internal affairs of all personnel pertaining to recruitment, promotion, internal posting and transfer of staff, training, salaries, retirement, resigns, study leave with or without pay amongst all HR related concerns. It manages the files and records of active staff and projects.

 

The Administration Unit is also in charge of all out-going correspondents to MMDA’s and Private institutions.

 

The unit ensures the day-to- day administrative duties is the Department, and this is attained with the dedicated and committed staff of the unit.

The Estate Unit seeks to develop, renovate, and maintain assets which include lands, building furniture, fixtures, and machinery from time of purchase through its life span to the disposal of the assets.

The Stores Unit ensures the availability of stock on regular basis and undertake periodic stock taking of all items.

The records Unit ensures reliable and safe records keeping in the office whilst maintaining quality records keeping standards.

The Transport Unit is responsible for transport management. As an operational Transport Unit of the Department of Urban Roads, the aim is to establish sound operating policies, procedures, and practices.

The Transport Unit co-ordinates the movement of people and items from one destination to another and ensures an efficient management of the fleet of vehicles.

The Security Unit ensures that the Department is always in a state of being free from danger or threat.

The MIS Unit ensures;

– The management of information, develop awareness in the use of I.T and training of staff in information technology to enhance their efficiency in the provision of services.

– The maintenance of an efficient IT infrastructure to enhance efficient service delivery.

– Provide technical advice in the acquisition, development, implementation operations and maintenance of I.T hardware and software.

– The promotion of the use of ICT for a quicker transformation of the operations of the Department.

– Coordinate the implementation of the Government’s ICT policies, strategies, programs, and initiatives.

– Provide innovative solutions to address ICT and related infrastructure needs.
