Project preparation entails the work of both Engineers and Quantity Surveyors who prepare short, medium, and long-term plans to improve the conditions of the road network in the various municipalities, metropolitan areas, and the urban areas of the 16 regions in general.
The data collected for project preparation are by taking inventory from site visits, some previous information available or a full assessment of a condition survey conducted on various road networks. These project preparations are normally conducted for the improvement of the arterial and collector roads and or the development of some “strategic” local roads.
Procurement plans are prepared normally by the last quarter of the year, having ascertained the costs from the project preparation and considering the condition survey conducted and the objective set by the department on how to improve the road network in the various communities across the country.
The department after successfully receiving an approved budget, submits estimates prepared (from the project preparation stage) to the Ministry of Roads & Highways (MRH) for approval to commence the procurement process.
Upon the receipt of the necessary approvals from the MRH, the department then commences the procurement process.
