The Ring Road in Accra has several major intersections which had reached its capacity and had been noted as congested during peak hours. This was to be addressed strategically by constructing grade separated intersection at each of them.
In response to these challenges over the years, the department has constructed some interchanges along the Ring Road some of which are, the Ako-Agyei Interchange, the Kanda Overpass, and the Kwame Nkrumah Circle Interchange. However, some other critical locations are yet to be improved such as the Danquah Circle, the La Hospital/Beach Road intersection, the Obetsebi Lamptey Circle.
The Obetsebi Lamptey Interchange when completed will improve urban mobility and reduce travel time enabling the Ring Road to be more efficient and thus improving the quality of life of the citizens.
A three-tier interchange was found to be most optimum solution to addressing the mobility challenges at the location and was thus adopted.
The Government of Ghana through the Ministry of Roads and Highways represented by the Department of Urban Roads entered into a Design and Build Contract for the construction of the Interchange and other ancillary works.
The first phase of the project comprised of a 170m viaduct in the East to West direction (from Graphic Road towards Dr Busia Highway) and was completed in November 2020.
The current project which is the second phase is the third tier from Ring Road West towards the Ring Road West Extension and the construction of part of the Kaneshie storm drain and selected arterial roads in the vicinity.
The objective for the construction of the Obetsebi Lamptey Interchange is to improve flow at the intersection of the Graphic Road – Dr Busia Road and the Ring Road West roads and improve the drainage capacity within the intersection area.
The first phase of the project consisted of the construction a 170m two lane dual carriageway viaduct from the East to West direction (from Graphic Road towards Busia Road). This was completed in November 2020 and has improved traffic flow on the East-West direction considerably at the intersection.
The second phase involves the construction of a 389m long viaduct from north to the south direction (i.e., Kwame Nkrumah Circle towards Korle Bu Teaching Hospital).
This when completed will improve traffic flow even further at the intersection

Physical progress achieved as at the end of March 2023 is 83%.
The contactor is ahead of schedule with achievement at 57%. The contractor is currently working on the Mechanized Stabilized Earth walls and filling for abutment A2. This activity is on-going which has been interrupted by intermittent rainfall.
It should be noted that the submission of the designs on the ground works by QGMI-UK is critical for works to start and to forestall any delays that the rains may cause. Outstanding works to be accomplished include but no limited to fabrication and installation of Precast Planks and main members of the bridge and road works.
The Ministry of Roads and Highways through the Department of Urban Roads procured M/S DIWI Consult/MDC to undertake studies in the Greater Accra Metropolitan Area (GAMA) with the objective of improving travelling within the zone and to determine some effective connections from the zone to the other parts of the city of Accra.
The Accra East Corridor is defined to be the zone bounded on the south by the La Beach Road, on the north by the Motorway, the west by the Giffard Road and the east by the Tema Hospital Road. The study identified several roads within the corridor to be developed to help improve mobility within the zone and between other zones. The Department of Urban Roads has commenced the implementation of the outcomes of the study, some of the projects have been completed, some underway and some in the offing.
Some of the completed sections include the Giffard Road and the Burma Camp Road 1 & 2. However, some of the projects which are currently on-going include rehabilitation of Teshie Link Road (7.5km), Upgrading of the Spintex Road One (3.15km), Construction of Flyover over the Motorway at Flowerpot, Spintex and the LA beach road etc.
This road act as an integral route linking two major arterial roads (The La-Beach Road, the Spintex Road One and the Spintex Road) and potentially connects other roads across the motorway to link UPSA road on the N4. The Department in its quest to implement the findings of the report amid growth in Accra East contracted Messrs G.S. International Developers to construct an asphaltic concrete dual carriageway measuring 7.5 kilometres.
The Teshie Link Road is a dual carriageway which commences in the south on the Accra-Tema coastal road (Teshie Police Station), through the LEKMA Hospital and terminates on the Spintex Road.
The objective of the project is to improve travel options within the Eastern part of Greater Accra Metropolitan Area (GAMA), reduce travel time and improve road safety standards and improve economic life of residents in the locality. This road links two major arterial road within the Accra East corridor.
The works involves the construction of 7.5km two lane dual carriageway with asphaltic concrete surfacing, construction of U-drains, 2.5m width walkways, grassing in median, signalized junctions, streetlights, road signs and road line markings.

Planting of grass in the median
As part of the Accra East studies, the Spintex Road One was selected as one of the prioritised roads for development. The Spintex Road One is parallel to the Spintex Road from Palace Mall in the Ledzekuku Municipality through the Krowor Municipality and ends at the Community 18 bypass in the Tema West municipality measuring 9.1km. The first phase of the project ends on the Teshie Link measuring 3.15km from Palace Mall intersection.
The project when completed will ease congestion on the current Spintex road, improve access and give travel options to commuters in the Accra East area.
The project involves the of construction of a two-lane dual-carriageway. The details are as follows;

– Concrete U-drains and culverts
– Solar streetlights

The rate of physical progress achieved by the CGL in June 2023 was 74.10%. The Contractor has laid about 300m asphaltic binder course at the Palace Mall slip road.
On going activities at the dual carriageway include kerb works, construction of cover slabs for U-drains and walkways.
The Contractor has constructed about 1.5km of U-drain at the Martey Carpenter road.
As part of the Green Ghana Agenda, Royal Palms were planted in section of the median by some senior and junior officers from the Department on 9th June, 2023.
La Beach Road Project 1 – Bridge works to be completed
The project road falls within the Accra East Corridor and is part of the selected roads for the improvement of travelling within the corridor and it is being funded as part of the Roads Completion project of the Accra Metropolitan Area Intelligent Traffic Management and Completion Project.
The road project consists of two lots. The La Beach Road completion project spans about twenty-six kilometres. The Lot 1 begins from the Independence Square to the Blekese Stream near the Buade Road Intersection with the La Beach Road in Nungua measuring about 14.8km
The objective of the project is generally to improve the quality of life of the citizenry through the reduction of travel time and knitting the communities along the coast and to improve on movement from the Port city of Tema to the capital Accra. This road would improve economic wellbeing of residents on the corridor and road safety standards.

La Beach Road Project 2 – Nungua Interchange
This project is the second Lot of the La-Beach Road Completion component of the Accra Metropolitan Area Intelligent Traffic Management and Completion Project.
The Lot 2 project starts from Km 14+930 on the Blekese stream to the Community 3 intersection with the Meridian hotel in Tema measuring about 16km.
An interchange is being constructed at the Nungua Barrier/Junction Mall intersection, Nungua.
The objective of the project ties in with the general objective of the Accra East Corridor roads and to improve on movement from the Port city of Tema and the capital Accra. This road would improve economic wellbeing of residents on the corridor and road safety standards.

The physical progress of work was 54.4% as at end of June 2022 as the contractor’s programme.
As part of the Department’s strategic plans to reduce travel time and improve operations of intersections, the Department is implementing the Accra Intelligent Traffic Management Systems by putting up a centre for the Greater Accra Metropolitan Area. This will cover all the major intersections in the GAMA region, about 275 in number.
The Traffic Management Centre will enable the department to manage in real-time all the traffic signals connected to it and on the arterials in Accra. A pilot phase which covers the CBD-Amasaman corridor has been completed and the facility also located on the Department’s premises. This is the second phase currently ongoing at the Department of Urban Roads premises.
To control, monitor and improve traffic efficiency by reduction in delays, speed control and capacity management at the intersections of the Greater Accra Metropolitan Area. This when completed will enhance routing of the Bus Rapid Transit system.

Cumulative physical progress achieved by the contractor as of June 30t, 2022, is 41%. Work progress was minimal in the report period.
To fully achieve the objectives of the Transport Sector Project, it was recommended in the project appraisal report on the TSP that the Burma Camp bypass be extended beyond the Accra -Tema motorway to improve travel between the North and South sections of the motorway and to improve traffic flow at the Flowerpot roundabout on the Spintex road.
The project has been amended severally and now consists of an 800m span flyover which takes off at the Palace mall and ends on the Boundary Road in East Legon. There will be additional ramps onto the motorway and improvement at the Flowerpot roundabout approaches at Spintex and an access through the old tunnel to East Legon.
To improve access between the Northern and Southern parts of the motorway and reduce congestion at the flowerpot intersection at Spintex road.

As a 30th June 2023, a physical progress of 58.46% was achieved.
The rapid development in the Ashaley Botwe , School Junction , Nanakrom and its environs which is within the Adentan Municipality. These areas are rapidly developing because of the urban sprawl in the Greater Accra Metropolitan area (GAMA). The project area has grown rapidly, and the land use patterns have changed dramatically over the last few years from farmlands to residential and commercial properties.
This change in land use pattern has brought about excessive travel from the area to other parts of GAMA. This change in land use has also made it difficult to meet the project zone residents demands in terms of good road infrastructure.
Travelling on the road network within the project corridor is characterized by unpaved roads in very poor conditions translating into travellers experiencing high vehicle operating cost when travelling on the unpaved roads.
It is for these reasons that the Ministry of Roads and Highways, acting through the Department of Urban Roads, considers it imperative to reconstruct the road from School Junction to the Motorway to link the surfaced section from School Junction to the N4 (Tetteh Quarshie Mamfe Road), Otanor Road through Adjiriganor to the Boundary Road.
The objective is to give alternate access from Tema and eastern parts of Accra to the project area rather having access from Tetteh Quarshie Interchange.
The scope of works to be undertaken is reconstruction of School Junction to Motorway, using the approved Design of Department of Urban Roads entailing the following specific activities.
Demolition and site clearance: tree felling, existing concrete structures. Earth works – cutting of unsuitable material, filling with boulders and stone base material.
Pavement works – granular sub-base, 0/40mm crush rock base, 60mm asphalt binder course, 40mm asphalt wearing course.

The Contractor has laid asphaltic binder course at certain sections. ongoing activities include construction of U-drains, kerb works and pavement works at the Motorway slip roads.
The Ministry of Roads and Highways signed an Agreement with Knights a.s. of the Czech Republic dated 2nd April 2019 with an addendum dated 20th November 2019 for the Finance, Design, Supply, and Installation of fifty (50) Composite Steel Modular Bridges between 20m – 50m spans across the country. The MRH intends to install the fifty bridges on the network in Ghana. The DUR has responsibility for ten out of the fifty bridges.
There are three of the bridges located in the Greater Accra Region.
The project aims to provide connectivity between the urban areas and help to integrate them and in some cases, assist in replacing some old bridges in selected areas.
