The Maintenance and Operations Section is responsible for maintenance planning and its implementation on the urban road network. It is headed by the Deputy Director, Maintenance and Operations, [DD(M&O)] who operates from the Head Office.
The DD(M&O) is assisted by deputies who oversee the northern and southern parts of the country and coordinate the operations of 16 Regional Offices as well as Metropolitan and Municipal Assemblies.
As part of activities under maintenance planning, DUR does the following:
– Undertake Road Condition Survey to determine the network maintenance needs.
– Set targets and prepare maintenance plans in line with Ministry of Roads and Highways (MRH) policies.
– Develop budget proposal and present funding.
– Allocate funds for maintenance activities.
All works are executed in accordance with the Ghana Standard Specifications for Roads and Bridges (GSSRB). As part of activities under project monitoring, DUR does the following:
– Ensure that proper supervision is done in line with good project practices and in accordance with specifications.
– To check if the objectives of the project are met after project implementation.
– Undertake specific technical audits to optimize the operations of the department.
DUR operates from a Head Office in Accra and in 16 Regional Offices. DUR also exists in all Metropolitan and Municipal Assemblies and is headed be Heads of Road Departments who report to the Assembly Chief Executives. In terms of Regional Coordination, DUR does the following:
– Regional Offices offer technical backstopping to MMAs and coordinate with the Head Office.
– Head Offices offer technical backstopping and logistics to all Roads Units.
